Immigration

This book offers a systematic exploration of the changing politics around immigration and the impact of resultant policy regimes on immigrant communities. It does so across a uniquely wide range of policy areas: immigration admissions, citizenship, internal immigration controls, labour market regulation, the welfare state and the criminal justice system. Challenging the current state of theoretical literature on the 'criminalisation' or 'marginalisation' of immigrants, this book examines the ways in which immigrants are treated differently in different national contexts, as well as the institutional factors driving this variation. To this end, it offers data on overall trends across 20 high-income countries, as well as more detailed case studies on the UK, Australia, the USA, Germany, Italy and Sweden. At the same time, it charts an emerging common regime of exploitation, which threatens the depiction of some countries as more inclusionary than others. The politicisation of immigration has intensified the challenge for policy-makers, who today must respond to populist calls for restrictive immigration policy whilst simultaneously heeding business groups' calls for cheap labour and respecting legal obligations that require more liberal and welcoming policy regimes. The resultant policy regimes often have counterproductive effects, in many cases marginalising immigrant communities and contributing to the growth of underground and criminal economies. Finally, developments on the horizon, driven by technological progress, threaten to intensify distributional challenges. While these will make the politics around immigration even more fraught in coming decades, the real issue is not immigration but the loss of good jobs, which will have serious implications across all Western countries. This book will appeal to scholars and students of criminology, social policy, political economy, political sociology, the sociology of immigration and race, and migration studies.

In the United States, millions of children are undocumented migrants or have family members who came to the country without authorization. The unique challenges with which these children and youth must cope demand special attention. Illegal Encounters considers illegality, deportability, and deportation in the lives of young people--those who migrate as well as those who are affected by the migration of others.   A primary focus of the volume is to understand how children and youth encounter, move through, or are outside of a range of legal processes, including border enforcement, immigration detention, federal custody, courts, and state processes of categorization. Even if young people do not directly interact with state immigration systems--because they are U.S. citizens or have avoided detention--they are nonetheless deeply affected by the reach of the government in its many forms.   Contributors privilege the voices and everyday experiences of immigrant children and youth themselves. By combining different perspectives from advocates, service providers, attorneys, researchers, and young immigrants, the volume presents rich accounts that can contribute to informed debates and policy reforms.   Illegal Encounters sheds light on the unique ways in which policies, laws, and legal categories shape so much of daily life for young immigrants. The book makes visible the burdens, hopes, and potential of a population of young people and their families who have been largely hidden from public view and are currently under siege, following their movement through complicated immigration systems and institutions in the United States.

Are sanctuary cities legal? Should the federal government infringe on states' rights? Why should illegal immigrants be protected? Do sanctuary cities threaten national security and community safety? Do they encourage illegal immigration? These are among the many complicated questions posed in this enlightening anthology, in which diverse viewpoints address the swirling issues of immigration, federal vs. states' rights, and America's moral responsibility as a democracy.

Undocumented is the story of immigrant workers who have come to the United States without papers. Every day, these men and women join the work force and contribute positively to society. The story is told via the ancient Mixtec codex--accordion fold--format. Juan grew up in Mexico working in the fields to help provide for his family. Struggling for money, Juan crosses over into the United States and becomes an undocumented worker, living in a poor neighborhood, working hard to survive. Though he is able to get a job as a busboy at a restaurant, he is severely undercompensated--he receives less than half of the minimum wage! Risking his boss reporting him to the authorities for not having proper resident papers, Juan risks everything and stands up for himself and the rest of the community.

When more than twenty million immigrants arrived in the United States between 1880 and 1920, the government attempted to classify them according to prevailing ideas about race and nationality. But this proved hard to do. Ideas about racial or national difference were slippery, contested, and yet consequential--were "Hebrews" a "race," a "religion," or a "people"? As Joel Perlmann shows, a self-appointed pair of officials created the government's 1897 List of Races and Peoples, which shaped exclusionary immigration laws, the wording of the U.S. Census, and federal studies that informed social policy. Its categories served to maintain old divisions and establish new ones. Across the five decades ending in the 1920s, American immigration policy built increasingly upon the belief that some groups of immigrants were desirable, others not. Perlmann traces how the debates over this policy institutionalized race distinctions--between whites and nonwhites, but also among whites--in immigration laws that lasted four decades. Despite a gradual shift among social scientists from "race" to "ethnic group" after the 1920s, the diffusion of this key concept among government officials and the public remained limited until the end of the 1960s. Taking up dramatic changes to racial and ethnic classification since then, America Classifies the Immigrants concentrates on three crucial reforms to the American Census: the introduction of Hispanic origin and ancestry (1980), the recognition of mixed racial origins (2000), and a rethinking of the connections between race and ethnic group (proposed for 2020).

In August, 2011, ethnographers Carolina Alonso Bejarano and Daniel M. Goldstein began a research project on undocumented immigration in the United States by volunteering at a center for migrant workers in New Jersey. Two years later, Lucia López Juárez and Mirian A. Mijangos García--two local immigrant workers from Latin America--joined Alonso Bejarano and Goldstein as research assistants and quickly became equal partners for whom ethnographic practice was inseparable from activism. In Decolonizing Ethnography the four coauthors offer a methodological and theoretical reassessment of social science research, showing how it can function as a vehicle for activism and as a tool for marginalized people to theorize their lives.

When Gina was deported to Tijuana, Mexico, in 2011, she left behind her parents, siblings, and children, all of whom are U.S. citizens. Despite having once had a green card, Gina was removed from the only country she had ever known. In Deported Americans legal scholar and former public defender Beth C. Caldwell tells Gina's story alongside those of dozens of other Dreamers, who are among the hundreds of thousands who have been deported to Mexico in recent years. Many of them had lawful status, held green cards, or served in the U.S. military. Now, they have been banished, many with no hope of lawfully returning. Having interviewed over one hundred deportees and their families, Caldwell traces deportation's long-term consequences--such as depression, drug use, and homelessness--on both sides of the border. Showing how U.S. deportation law systematically fails to protect the rights of immigrants and their families, Caldwell challenges traditional notions of what it means to be an American and recommends legislative and judicial reforms to mitigate the injustices suffered by the millions of U.S. citizens affected by deportation.
